Derby previously indicated Rooney would be forced to follow a ‘strict’ pre-season regime before he will be allowed to play for the East Midlands club.
The move signals the end of his time with DC United in the MLS, having played 52 games and scored 25 goals for the club.
Rooney will be the highest-paid player in the Championship after agreeing a £100,000 a week deal with the Rams.
The deal has attracted controversy as it is funded in part by a record sponsorship deal with betting company 32Red.
